(2) The historical orientation and mission of Guangzhou during the Tenth Five-Year Plan period. After years of continuous and in-depth theoretical research and practical exploration, Guangzhou must make a major breakthrough and take a new step during the 10 th Five-Year Plan period, so that the thousand-year-old city with thick streamers and the leaping international metropolis can complement each other. Considering the elevation of "vanguard, bellwether and locomotive", Guangzhou must continue to inherit and carry forward the true nature of reform and opening-up of "vanguard", give play to the exemplary leading role of "bellwether", enhance the radiation-driven function of "locomotive" to take the lead and bear heavy responsibilities, and more effectively support the overall development of the country and the province. From the beautiful vision of "building a central world city" to turning this vision into a beautiful reality in 2049, Guangzhou must integrate its development coordinates in the global urban system with a high level of openness and deeper integration into the global economic system during the "Tenth Five-Year Plan" period, and accelerate its progress towards a more internationally competitive world city.

(3) The development environment faced by Guangzhou during the Tenth Five-Year Plan period. During the Tenth Five-Year Plan period, strategic opportunities and risk challenges coexist, and uncertain and unpredictable factors increase, and Guangzhou's development environment is facing profound and complex changes. At the same time, Guangzhou's development also faces some deep-seated structural contradictions: insufficient effective demand, poor connection between old and new kinetic energy of industries, stuck points in the transformation of scientific research achievements, arduous reform tasks in key areas, shortcomings and weaknesses in urban construction and governance, social livelihood, ecological environment, safe development and other fields, and demographic changes have raised new issues for economic development and social governance.

The whole city should deeply understand the decisive significance of "two establishment", strengthen "four consciousnesses", strengthen "four self-confidences" and achieve "two maintenance", maintain strategic strength, enhance confidence in winning, actively adapt to changes, concentrate on doing its own thing well, and strive to create a new situation in Guangzhou's modernization.

(4) The guiding ideology of Guangzhou's economic and social development during the Tenth Five-Year Plan period. (5) Principles that Guangzhou's economic and social development must follow during the Tenth Five-Year Plan period.

Two, for a long time to promote the construction of Guangdong-Hong Kong-Macao Greater Bay Area, to build a dynamic and internationally competitive first-class Bay Area and world-class urban agglomeration.

Guangdong-Hong Kong-Macao Greater Bay Area is the strategic fulcrum of the new development pattern, the demonstration place of high-quality development and the leading place of Chinese modernization. (7) Comprehensively enhance the function of Guangdong-Hong Kong-Macao Greater Bay Area's core engine. (8) Support Nansha to deepen all-round cooperation between Guangdong, Hong Kong and Macao facing the world. Make good use of the mechanism of the Nansha Working Committee, accelerate the implementation of the five major tasks of the Nansha Plan, achieve more landmark results, promote the implementation of a new round of overall development planning for Nansha, and strive to build a Chinese-style modernization model area. Gather strength to develop high-tech industries, give full play to the role of innovation platforms such as Nansha Science City, International Advanced Technology Application Promotion Center (Greater Bay Area) and Greater Bay Area Scene Innovation Center, deepen the use of policies such as "two 15%", "relaxing market access 15 articles" and "financial 30 articles", take the lead in building an unmanned system in the whole space of land, sea and air, deepen the intelligent and green transformation of automobiles, ships and other industries, and accelerate the development of new generation information technology, artificial intelligence and finance. (9) Give full play to the radiation-driven role of national central cities. We will improve inter-regional planning, industrial cooperation, benefit sharing and other mechanisms, promote the construction of cross-regional and cross-basin channels, and better shoulder the important mission of undertaking national strategies, leading regional development, and radiating and driving the surrounding areas.
